In June 2007, the City of San Antonio chose Clark/Byrne, A Joint Venture as the Construction Manager at Risk (CMR) for the San Antonio International Airport (SAIA) Terminal Expansion
Program.. The Clark/Byrne Construction Manager at Risk contract is the first of its kind for the City of San Antonio.

This project will forever mark the City of San Antonio history pages, as the single-largest Capital Improvement project in City history. This project includes nearly 300,000 square feet of new terminal space, renovation of existing terminal space in excess of 40,000 square feet, a new Central Utility Plant, and over 9000 linear square feet of baggage handling systems. Total project costs are estimated at nearly $200 million dollars.
